  • Modelling the System of Receiving Quick Answers for e-Government Services: Study for the Crime Domain in the Republic of Serbia

    Today, e-Governments services operate quick answer systems in many different domains in order to help citizens receive answers to their questions at any time and within a very short time. The automatic mapping of relevant documents stands out as an important application for automatic questions-documents classification strategies. This paper presents a contribution to the identification concepts in text comprehension in unstructured documents as an important step towards clarifying the role of explicit concepts in information retrieval in general. The most common representational scheme in text categorization is the Bag of Words approach when the dictionary, as incorporating background knowledge, is large. The authors introduce a new approach to create conceptbased text representations, and apply it to a text categorization collection to create predefined classes in the case of short text document analysis problem. Further in this paper, a classification-based algorithm for questions matching topic modelling is presented. The paper also describes the weighting of concepts that present terms with high frequency of occurrence in questions is based on their similarity relevance in the predefined classes of documents. The results of the experiment within the criminal law domain in the present case study show that the performance of concept-based text representations has proven to be satisfactory in the case when there is no dictionary for this domain.
  • Отличия в понимании сущности электронного правосудия в России и за рубежом

    Рассматривается проблема изучения нового как для нашей страны, так и для всего мирового сообщества правового явления, которое в современной юридической науке и литературе получило название «электронное правосудие». Проведен анализ публикаций специалистов-правоведов, как теоретиков, так и практиков, с целью выявления подходов к пониманию сущности электронного правосудия. В результате выявлено два основных подхода к определению данного правового явления: подход, базирующийся на простом перечислении составляющих его элементов, и определение электронного правосудия как способа осуществления правосудия, основанного на использовании информационных технологий в процессе производства процессуальных действий. Вместе с тем автор замечает, что в последнем определении не уточнено, касается ли использование информационных технологий при производстве всех или только некоторых процессуальных действий. Более того, большинство отечественных авторов, раскрывая сущность электронного правосудия, не подчеркивают обязательность выражения в электронной форме всех процессуальных действий, а говорят о подобной возможности только для тех процессуальных действий, для которых имеется соответствующая нормативно-правовая база. Опираясь на зарубежный опыт, основанный на более длительном использовании информационных технологий в процессе судопроизводства, автор делает вывод о необходимости стремиться именно к такому пониманию электронного правосудия, как это сейчас делается за рубежом, то есть на основе использования информационных технологий при производстве всех процессуальных действий.
  • Transparency, corruption and ICT (illustrated with Portuguese cases)

    With this text we discuss – building from two illustrative Portuguese cases – the role and relevance of Information and Communication Technologies (ICT) in the fight against corruption and in the promotion of better transparency and accountability in government. Starting with a consistent definition of corruption and a distinction between political and administrative corruption, we will consider the opportunities introduced by the development of ICT and its growing usage by government and society. Within the text, we refer to the thirty years’ controversy related to the need and proposed locations for the new Lisbon international airport, analyzing the alleged links between politicians and the construction and real estate industries; and examine the local government, that was the object of more than 40% of the corruption investigations in Portugal in the last four years.
  • Regulation Room: Getting "More, Better" Civic Participation in Complex Government Policymaking

    Purpose – Rulemaking (the process agencies use to make new health, safety, social and economic regulations) is one of the US Government’s most important policymaking methods and has long been a target for e-government efforts. Although broad transparency and participation rights are part of its legal structure, significant barriers prevent effective engagement by many citizens. The paper aims to discuss these issues. Design/methodology/approach – RegulationRoom.org is an online experimental e-participation platform, designed and operated by Cornell e-rulemaking Initiative (CeRI), the cross-disciplinary CeRI. Using the Regulation Roomas a case study, this paper addresseswhat capacities are required for effective civic engagement and how they can be nurtured and supported by an online participation system. Findings – The research suggests that effectively designing and deploying technology, although essential, is only one dimension of realizing broader, better online civic engagement. Effective e-participation systems must be prepared to address procedural, social, and psychological barriers that impede citizens’ meaningful participation in complex policymaking processes.The research also suggests the need for re-conceptualizing the value of broad civic participation to the policymaking processes and for recognizing that novice commenters engage with policy issues differently than experienced insiders. Practical implications – The paper includes a series of strategic recommendations for policymaking seeking public input. While it indicates that a broader range of citizens can indeed be meaningfully engaged, it also cautions that getting better participation from more people requires the investment of resources. More fundamental, both government decision makers and participation designers must be open to recognizing non-traditional forms of knowledge and styles of communication – and willing to devise participation mechanisms and protocols accordingly. Originality/value – This paper describes lessons from a unique design-based research project with both practical and conceptual implications for more, better civic participation in complex government policymaking.

Özellikle uyarlanmış teknoloji yardımıyla örneğin, sağır-kör insanlar telefon ağları ile iletişim kurabilmekte ve birçok göj'me engelli insan konuşma sentezi aracılığı ile bir bilgisayar ekranını ya. da otomatik olarak üretilmiş Braille görüntülerini okuyabilmektedir. Fiziksel engelliler, üfleyerek bilgisayarlarını kullanabilmekte, hatta ses ile bilgisayarı kullanmak mümkün olmaktadır. Ancak, günümüzde en büyük sorun, WWW sayfalarının yoğunlukla resimler, görüntüler, ses ve video küpleri ile geliştirilmekte olduğudur. Bu nedenle bumakalenin amacı, öncelikle engellilere yönelik uyarlanmış teknoloji ürünleri alanında bilgi vermek ve bu bireylere yönelik Web tasarım örnekleri sunmaktır.
