信用作为社会规范系统的构成，蕴涵着潜在的价值。其价值的实现需要行为主体自身 道德内在动因的作用，也需要法律规范的外在制约。用道德和法律的整合力,同促进行为主体 的信用意识、信用行为和信用评价的实现。用道德和法律的整合力量构建信用制度是实现行为 主体的信用价值的保障。
