公共管理的职业伦理是一种从根本上实现政治和行政的公正、公平、正义的道德要求.公共管理运行过程中如果职业伦理缺失,公共管理秩序就无法创造,公共管理亦终究不能持久.可以说,公共管理的职业伦理是建立现代服务型政府的根本要求.
