Abstract
De uma primeira leitura dos resultados globais resultam duas características transversais aos 13 pilares do Sistema Nacional de Integridade: 1) existe uma grande discrepância entre o enquadramento legal em que os vários pilares do SNI operam e a prática real dessas instituições; 2) não obstante estes organismos gozarem, de um modo geral, de níveis satisfatórios de recursos e independência, o seu papel na prevenção e combate à corrupção permanece invariavelmente limitado.(From a first reading of the overall results resulting two characteristics cross the 13 pillars of the National Integrity: 1) there is a large discrepancy between the legal framework in which the various pillars of SNI operates and the actual practices of these institutions, 2) despite these organisms enjoy, in general, satisfactory levels of resources and independence, its role in preventing and combating corruption invariably remains limited.)
