Abstract
对人权的促进和保护既有国际层次，又有地区层次和国内层次，既有政府组织，又有非政府组织。如何把它们有机的联系起来，相互配合，是当前在国际范围内促进和发展人权的一项重要使命。 在这方面联合国人权委员会1992年通过的《关于促进和保护人权的国家机构的地位的原则》（巴黎原则）具有重要作用。
