Abstract
"Declínio progressivo de renovação populacional e envelhecimento exponencial dos cidadãos deverão ser questões obrigatórias de debate cívico. Já que os poderes e os seus órgãos democraticamente instalados não parecem muito motivados para o encontro de soluções plausíveis nestas matérias. Talvez porque, finalmente, já não serão os actuais detentores do mandato democrático a enfrentar a dureza da nova vaga da crise – das pessoas sem recursos, surgirão talvez os recursos sem pessoas" ["Progressive decline of population renewal and exponential aging citizens should be compulsory questions of civic debate.
