Abstract
"El tema que se aborda en el presente trabajo refiere a la elaboración y ejecución del Plan de Urbanización de Villas y Asentamientos Precarios para la Cuenca Matanza Riachuelo, a partir del rol desempeñado por los diferentes actores estatales en cada uno de los procesos llevados a cabo. El carácter interjurisdiccional de estos actores y la complejidad de la problemática generan constantes conflictos a analizar en torno a la participación ciudadana en la planificación estatal, sobre todo en lo referente a un tema sensible como es la problemática habitacional. En este sentido, se estableció como objetivo de análisis el rol desempeñado por la Autoridad de Cuenca Matanza Riachuelo (ACUMAR) y los demás actores intervinientes en la ejecución del Plan de Urbanización, con una hipótesis referente a que ACUMAR no cumple un verdadero rol articulador, agravado por la inexistente participación de los beneficiarios del Plan. El análisis se efectuó a partir de los aportes teóricos referentes al desarrollo territorial y la participación de la ciudadanía en la planificación estratégica. Para dicho análisis fue necesario realizar una recopilación de documentos para conocer el estado del arte, como ser publicaciones, informes y documentos jurídicos, además de los relevamientos de campo" ["The issue addressed in this paper relates to the development and implementation of the Plan of Private Villas and Slums Matanza Riachuelo Basin, from the role played by the various state actors in each of the processes carried out. The interjurisdictional nature of these actors and the complexity of the problem to generate constant conflicts around analyzing citizen participation in state planning, especially regarding a sensitive issue such as housing problems. In this sense, we set the goal of analysis the role it played by the Authority Matanza Riachuelo (ACUMAR) and other relevant actors in the implementation of the Development Plan, with a hypothesis concerning that ACUMAR not meet a real coordinating role, compounded by the non-participation of the beneficiaries of the Plan. The analysis was conducted from the theoretical contributions concerning the territorial development and citizen participation in strategic planning. For this analysis it was necessary to perform a collection of documents for the art, such as publications, reports and legal documents, in addition to field surveys"]
