Abstract
The content and structure of this report provides an overview of the main issues in respect of media monitoring and analysis. It has been compiled taking into account the recommendation of the Committee of Ministers of the Council of Europe (Recommendation No. R (99) 15 of the Committee of Ministers to Member States on measures concerning media coverage of election campaigns) and the experience of media monitoring and analysis, as implemented by ODIHR, and Council of Europe Election Observation Missions.
