Abstract
"Al iniciarse la década del noventa del siglo pasado en nuestro país comienza un proceso de reforma que impacta fuertemente en las funciones y/o competencias del Estado nacional. En este marco, los municipios vieron “tensionado” su modelo burocrático tradicional por el impacto que tuvieron la Reforma del Estado (en sus dos etapas), la incorporación de una “visión prometeica” del desarrollo local y la existencia de nuevas demandas de parte de la sociedad" ["At the beginning of the nineties of last century in our country began a process of reform that impacts heavily on the functions and / or powers of the national state.
