Abstract
"El propósito de este informe es resolver algunas de las cuestiones planteadas en la consulta realizada por el comité Asesor de Ética de la Investigación Científica y Técnica, adscrito a la Fundación Española para la Ciencia y la Tecnología. El trabajo pretende destacar los siguientes aspectos. En primer lugar la competencia e idoneidad del Comité Asesor de Ética de la Investigación Científica y Técnica para emitir informe sobre las tres cuestiones tratadas, considerando los bienes en cuestión y su trascendencia ética y jurídica, no limitándose a una recapitulación de posiciones expresadas por científicos prácticos. En segundo lugar analizar la cuestión desde una perspectiva jurídico constitucional, considerando que las decisiones que se adopten tienen trascendencia en ese área, aunque el dictamen decisivo en ese aspecto corresponde a otros órganos administrativos". ["The purpose of this report is to solve some of the issues raised in the inquiry conducted by the committee Advisory Ethics of Scientific Research and Technology , affiliated to the Foundation Spanish for Science and Technology. The paper aims to highlight the following aspects . First the competence and suitability of the Advisory Committee Ethics of Scientific Research Technique and issue reports on the three issues addressed , considering the property in question and its significance ethical and legal , not limited to a summary of views expressed by practical scientists. Secondly analyzing the question from a legal perspective constitutional whereas decisions adopted are irrelevant in this area , although the decisive opinion that aspect corresponds to other organs administrative".]
