Abstract
"El artículo de investigación realiza un aporte a la conceptualización de la capacidad estatal, identifica algunos ejes primordiales de aná- lisis y propone algunas líneas para el debate. El concepto de capacidad estatal utilizado es instrumental (es decir, requiere de la identificación previa de una finalidad), aplicable a distintos sujetos estatales (organizaciones pú- blicas) y analíticamente diferenciado de los resultados esperados. Los factores explicativos de la capacidad deben encontrarse en el tipo de relación entre Estado y sociedad, en la legitimidad estatal, en los dispositivos organizacionales y en los arreglos interorganizacionales. Los ejes primordiales de análisis son tanto políticos como organizacionales: la autonomía del Estado, la articulación público/privada, la calidad del aparato burocrático y la coordinación interorganizacional. El artículo culmina con la propuesta de algunos ejes de debate alrededor de la capacidad estatal: el papel del presupuesto, la relación con las distintas modalidades de gestión pública y el carácter legal e imparcial del accionar del Estado" ["This article makes a contribution to the definition of state capacity, identifies important entry points for the analysis and proposes issues for discussion. The concept of state capacity is instrumental (that is, it requires the previous identification of a goal), it can be applied to different state agencies (public organizations) and it is analytically distinguished from the expected results. The explaining factors of capacity can be found in the nature of the state/ society relation, in state legitimacy, and in the organizational and interorganizational arrangements. The privileged entry points for the analysis of state capacity are political and organizational: the autonomy of the state, the public/private link, the quality of bureaucracy and the interorganizational coordination. The article end with the proposal of some state capacity issues for discussion: the role of the public budget, the relation with the different strategies of public management and the relation with Rule of Law"]
