Abstract
The report by the General Attorney of the Council, Macanz, about the convenience of creating seminaries to train those ones, whom wanted to gain the clerical status, that it is sent to Bishops at the end of 1713 with the purpose to give treir own opinion, and their reply which is delivered by the prelates, allow to know accurately the situation of the low secular clergy in the first years of the XVIII century.
