Abstract
States have undertaken international obligations on human rights from different regulatory levels. However, political interests, excuses and attitudes of governments and the lack of commitments to control systems involve a number of obstacles to the exercise of human rights protection that make the system unrecognizable. The obstacles and stinginess in the exercise of international jurisdiction and domestic legislative restrictions prevent adequate punishment of violations of human rights, through universal jurisdiction. Spain serves as example. States fit their own interests to prevent that the speech on human rights fits its own behavior. Ethics clash with the aesthetics of human rights.
