Esta tesis tiene como objetivo indagar cómo los medios de comunicación y las TIC pueden constituirse en actores morales capaces de influir en la generación de condiciones sociales para el florecimiento de la compasión, y para su establecimiento como orientadora de la acción en las interacciones, desde las perspectivas de la ética discursiva y de la ética cordial, y cómo esto permite la construcción de solidaridad y confianza. Para rescatar esta dimensión comunicativa y visibilizar la potencialidad moral de los medios y las TIC se analiza su acción desde la ética discursiva de Jürgen Habermas y Karl Otto Apel, desde la mirada que lleva a cabo Adela Cortina con su propuesta de una “ética cordial” y desde la capacidad que tales medios y tecnologías poseen de movilizar emociones y sentimientos, proponiendo el reconocimiento de la compasión como presupuesto de la ética discursiva. Esta forma de analizar la acción moral de los medios y las tecnologías de comunicación nos llevan a proponer un “comunicar con corazón”, esto es, un tipo de comunicación que busca la transformación del presente y la construcción de un futuro desde una ética que asuma el debate discursivo pasando por el corazón y la razón, sin dejar de lado la vivencia de la compasión, una comunicación capaz de enfrentar al poder con la fuerza de los argumentos, y a la injusticia y la crueldad con una solidaridad efectiva, potente y firme.This thesis aims to inquire how the media and the TIC (Information and Communication Technologies) can become moral actors able to influence the social conditions generation for the blooming of the compassion, and for its settlement as a guide of the action in the interactions, from the discursive ethics perspectives and the cordial ethics, and how this allows building solidarity and trust. To rescue this communicative dimension and visualize the moral potentiality of the media and the TIC, its action is analyzed from the discursive ethics of Jürgen Habermas and Karl-Otto Apel, from the gaze conducted by Adela Cortina with her proposal of “cordial ethics” and from the capacity such media and technologies possess to raise emotions and feelings, proposing the acknowledgement of the compassion as a precondition of the discursive ethics. This way to analyze the media and communication technologies moral action, motivates us to propose a “heart communication”; this is, a type of communication seeking the transformation of the present and the construction of a future from ethics assuming the discursive debate going through the heart and the reason, without leaving aside the experience of the compassion, a communication able to face the power with the strength of the arguments, and the injustice and cruelty with an effective solidarity, powerful and firm.

The objective of this study was to analyze the regulations of investigation ethics committees at the universities in the State of Bahia. The data from this qualitative-quantitative descriptive, documentary study were analyzed with Sphinx software and Thematic Content Analysis Technology. The analysis showed these regulations have similarities and differences among them, and in terms of what is called for in Resolution 196/1996 and the Operating Manual for Investigation Ethics Committees. Consequently, they need to be revised to address those legal documents more appropriately and to improve the activities overseen by these committees in order to take full advantage of the potential that exists and to minimize operational constraints.
