La tecnocracia franquista: El sentido ideológico del desarrollo económico

Abstract

<p>RESUMEN: Los rasgos ideológicos de la planificación económica habrían de manifestarse en España a partir de 1957 con la formación de los llamados gobiernos tecnócratas. El objeto de este estudio pretende mostrar las raíces del pensamiento político-económico, que inspirarían a los gestores españoles de la planificación. Sin duda, los argumentos de orden económico, promovidos por los teóricos estadounidenses, partían no sólo de una consideración económica, sino también política. Con ello, se pretendía favorecer un desarrollo que repercutiese en beneficio de la sociedad, al objeto de eludir cualquier amenaza de signo marxista que socavase los pilares del orden capitalista. De este modo, si a estas posturas se añaden los principios esgrimidos por la tradición ideológica de la derecha autoritaria en España, podrá comprobarse la trascendencia de su influjo en los tecnócratas del franquismo. La continuidad del legado conservador en la reforma de la estructura administrativa, en conformidad con los patrones de la eficacia técnica, contribuirían al robustecimiento del andamiaje institucional. Salvaguardando así la pervivencia autoritaria de un Estado tradicional, mediante la aplicación del ideario de la socialización conservadora.</p><p>ABSTRACT: The ideological characteristic of the economic planning had to be manifested in Spain since 1857 with the formation of what we call technocrat government. The purpose of this investigation wants to show the roots of the political and economic thought, that would inspire the spanish managers of the planing. With no doubt, the economic reasoning promoted by the USA theorists, would begin not only from an economic consideration, but also politic with this they tried to favour a development that would rebound in the benefit of the society, and with the object to elude any Marxist menace that would undermine the pillars of the capitalist order. This way if we add to these ideas the principles used by the ideological tradition of the authoritarian right-wing in Spain, we could proof the importance of its influence in the technocrats of the Franco system. The continuity of the conservative legacy in the reformation of the administrative structure, in agreement with the patterns of the technical efficiency, will contribute to strengthen the institutional strength. This way they safeguarded the authoritarian continuity of a traditional State, through the application of the theory of the conservative socialisation.</p>
