AbstractАвторами описан опыт участия преподавателей кафедры технологии документальных коммуникаций и сотрудников Лаборатории инновационных образовательных технологий в разработке проекта профессионального стандарта специалиста библиотечно-информационной сферы; представлен вариант описания трудовых функций по работе библиотечного персонала с электронными данными; дана общая характеристика проекта нового регламента библиотечной профессии.
Development and implementation of professional standards is an important condition for the development of the Russian economy and social sphere. The government plan to develop professional standards for 2012-2015 was approved. Moscow State University of Culture and Arts has become a leading developer of professional standards for projects of cultural sphere of art. Lecturers of Chair of Documentary Communication Technology and Laboratory of Innovative Educational Technologies, in Kemerovo State University of Culture and Arts, were invited to participate in drafting the professional standards for the library and information activities specialist. They were assigned to the job description for the library staff that works with electronic data. Developers have relied on scientific endeavor, resulting in a study of forming the competence model of the specialist of library and information sector and adapt the methodology to develop professional standards to the specifics of the library branch (2010-2013). Study of the current regulations of library and information and related fields of activity was developed into a list of current job functions for the specialist working with electronic data (search for information in electronic resources, semantic and technical processing of electronic information, creating the electronic information products, monitoring the electronic information resources, storage of electronic information resources; training staff and library users to information and communication technologies, participating in the management and implementation of information and communication technology in the library, and specifying their level of labor action. In the course of further joint work on the professional standards project, taking into account the comments made during the discussion in the professional community, they adopted the final structure of the document, which builds on the 7 generalized job functions: 1) performing, forming, recording, processing and organizing of the funds; 2) implementation of work on the library fund; 3) organization of bibliographic apparatus for a library, 4) bibliographic reference and information service for users; 5) library service for users; 6) providing the cultural, educational and recreational services for library users; 7) scientific analytical, methodical and consulting work. Labor actions by the use of electronic data are integrated into the structure of these functions. The project received the approval of the new regulations in professional environment, but the lack of structure in this description of the professional competencies would not allow the required mutual understanding between the school library and the library practice in terms of entry requirements for the specialist in library and information field from the standpoint of the competence approach.
