Abstract
Après le soulèvement de 2011 en Égypte, les problèmes liés à la centralisation de l’État égyptien à sa gouvernance ont été révélés par le regain de rivalité entre l’armée égyptienne et les Frères musulmans (FM). Les promesses de décentralisation du président Abdel Fatah El-Sissi depuis 2014 ne sont pas encore à l’agenda politique du gouvernement. Cet article vise à analyser les effets de la centralisation de l’État égyptien sur l’armée égyptienne et les FM – deux acteurs historiques majeurs de la vie politique du pays depuis près d’un siècle. De façon réciproque, il questionne l’emprise territoriale de chacun d’eux, comme facteur susceptible de rendre compte de leur rivalité politique.
Following the 2011 uprising in Egypt, problems linked to state centralization and governance have been demonstrated by the renewal of the political rivalry between the Muslim Brotherhood (MB) and Egyptian army. Promises of decentralization made by president Abdel Fatah El-Sissi in 2014 have not yet become part of the state’s political agenda. This article analyzes the effects of government centralization in Egypt on two major political actors, the Egyptian army and MB. The analysis reflects upon the historical influence of state centralization and policies on both political actors as well as the impact of these groups on the political life of the country. The article also investigates the territorial importance of both actors as a way of examining the relationship of these actors with one another as well as with the state.
بعد أكثر من خمسة سنوات على انتفاضة ٢.١١ في مصر لاتزال الدولة المركزية وتابعتها من أكبر وأهم المشاكل التي تواجهها البلاد. عودة أقدم ممثلين سياسيين للساحة السياسية المصرية في ٢.١١، الجيش المصري ولاإخوان المسلمين، أسهم في كشف الغطاء عن ما تسببت فيه مركزية الدولة المصرية منذ إنتهاء العهد الملاكي أو حتى قبل ذلك. هذا المقال يحلل تابعات الدولة المركزية في مصر على الإخوان المسلميين والجيش المصري منذ ٢٠١١ وبالتالي مركزيتهما في الساحة السياسية والأراضي المصرية تاريخياً وحتى تريخه.
