Abstract
The main points of the Latin American political culture and mentality and especially of its areas with a minor degree of modernization arise from colonial times. They have suffered of course many alterations; the most important one has been caused by the modernization process in the second half of the 20th century. But the leading features of that culture are still alive: authoritarianism, paternalism and centralism, on the one side, and the inefficient functioning of the state bureaucracy, on the other. The present populism is nourished from the preservation of this political culture. Its broad acceptation is due to the conservation of those features seen now as people�s own. Actual theories tend to strengthen this situation. In the political field populism can bring in a return of nationalist and collectivist behaviour patterns and of political proceedings, which are characterized by caudillismo, charismatic attraction, irrationalism and authoritarian hierarchies.
Los elementos centrales de la cultura política y de la mentalidad colectiva de América Latina y especialmente de sus áreas con menor grado de modernización se arrastran de manera parcial desde la época colonial. Han sufrido obviamente muchas alteraciones; la más importante ha sido la inducida por el proceso de modernización en la segunda mitad del siglo XX. Pero sus rasgos más importantes siguen vigentes hasta ahora: autoritarismo, paternalismo y centralismo, por un lado, y el funcionamiento ineficiente del aparato burocrático, por otro. El populismo actual se nutre de la preservación de esta cultura política. Su alto grado de aceptación tiene que ver con el mantenimiento de una cultura percibida como propia. Teorías contemporáneas consolidan este estado de cosas. En el campo político el populismo puede significar una regresión hacia modelos colectivistas y procedimientos políticos signados por el caudillismo, la atracción carismática, el irracionalismo y las jerarquías autoritarias.
