Abstract
L’hypothèse de cet article est que les dimensions plastiques et polysémiques attribuées à la notion de proximité par les acteurs en font un instrument de gouvernement autant qu’un ressort de mobilisation légitimant les oppositions. Elle est testée lors d’enquêtes publiques conflictuelles concernant l’implantation de plateformes de compostage de boues de stations d’épuration en Dordogne. L’analyse met en évidence l’affrontement de deux conceptions de la proximité. Dans l’une, elle est un territoire d’activités et d’expériences collectives. Dans l’autre, la dimension sociale en a été érodée pour fournir un paramètre de gestion. L’expression de ces légitimités souligne la malléabilité du principe de proximité et révèle surtout les dissymétries de pouvoir de ses usagers.<br>The assumption of this article is that plastic and polysemous dimensions allotted by actors to the concept of proximity makes it as a government instrument as much as a spring of mobilization legitimating the oppositions. It is tested in the context of conflicted public legal inquieries concerning platforms of mud composting in french Dordogne. The analysis highlights the confrontation of two conceptions of proximity. In one hand, it is a territory of activities and collective experiments. In the other hand, social dimension has been eroded to provide a management parameter. The expression of these legitimacies underlines the room to manœuvre with the principle of proximity and clearly reveals the dissymmetric power of its users.
