Abstract
Face au chômage de masse caractéristique de l’économie réunionnaise, les collectivités locales de l’île ont lancé dans les années 1990 une double politique de promotion de l’environnement et de l’économie alternative. Cette politique a été investie de manière massive par les associations réunionnaises dont le nombre a très fortement augmenté en l’espace de quelques années. L’analyse de ces structures tend ainsi à montrer que toute une partie du secteur de l’environnement à La Réunion relève autant, sinon plus, de la politique de l’emploi que d’une politique écologique. Notion centrale et fondamentale du tiers-secteur, l’utilité publique oscille dans ce cas de figure entre la garantie présente de la paix sociale et la garantie future d’un environnement plus préservé.<br>To cope with the characteristic mass unemployement of the Reunion Island’s economy, a dual policy promoting both environment and social economy was launched in the nineties by the local councils. This policy was operated on a large scale by the Reunion associations that have grown in great numbers within a few years time. Analysing these structures tends therefore to show that an entire section of the environmental field in Reunion Island comes under, saying the least, the government-driven unemployement measures rather than an environmental policy. As a key notion to the foundations of the social economy, state-approved utility sways, in this case, between the actual guarantee of social peace and the future guarantee of a best preserved environment.
