Abstract
"A temática que percorre esse artigo diz respeito à distinção entre política e governo. Objetiva-se demonstrar a impossibilidade de reduzir política às funções que cabem aos governos, bem como apresentar a importância da constituição e preservação do mundo comum, onde homens e mulheres podem aparecer a outros seres humanos, apresentar seus pontos de vista e, deste modo, experimentar a liberdade. Parte-se do pressuposto de que a sociedade contemporânea é caracterizada pela perda do envolvimento do cidadão com o mundo; parece que houve o esquecimento de que é neste mundo comum que cada um pode apresentar suas opiniões, confrontá-las com as opiniões dos demais, manifestar sua singularidade e agir. O homem-da-massa triunfou em detrimento do cidadão. Assim, o significado da política é subvertido e os objetivos do governo são deturpados. O cidadão é aquele que possui “espírito” público, que tem compromisso com a república – com a coisa pública – e com o bem comum. Ao compreender a extensão desse compromisso para com o bem público, é possível asseverar que o compromisso de cada cidadão com a coisa pública não está restrito apenas à relação bilateral entre o indivíduo e o Estado, mas embasa-se na relação dos indivíduos entre si. Portanto, a questão que se impõe como relevante diz respeito àquilo que vincula os cidadãos nas comunidades políticas. Apontar-se-á que o elemento unificador da relação entre os cidadãos consiste na amizade, essa entendida enquanto philia. A investigação utiliza como referencial teórico a filósofa contemporânea Hannah Arendt e seus escritos. O texto está dividido em três momentos: análise do consentimento – contrato – entre os cidadãos para a constituição dos Estados; a comunicação ilimitada como o elemento novo para a vinculação entre os cidadãos; a amizade como o vínculo que une os cidadãos numa comunidade política" ["The theme that runs through this article concerns the distinction between politics and government. The objective is to demonstrate the impossibility of reducing politics to the functions that are the responsibility of governments, and to present the importance of the establishment and preservation of the common world, where men and women may appear to other human beings, present their views and thus experience freedom. This is on the assumption that contemporary society is characterized by loss of citizen's engagement with the world; it seems that there was forgetting that it is common in this world that can each present their views, confront them with the opinions of others, show their uniqueness and act. Man-of-mass triumphed at the expense of the citizen. Thus, the meaning of politics is subverted and government objectives are misrepresented. The citizen is the one who has "spirit" public, which is committed to the republic - with public matters - and the common good. By understanding the extent of this commitment to the public good, it is possible to assert that the commitment of every citizen with public affairs is not restricted to the bilateral relationship between the individual and the state, but was grounded on the relationship of individuals to each other. So the question that imposes itself as relevant concerns what binds citizens in political communities. It will point out that the unifying element of the relationship between citizens is the friendship, this understood as philia. The research uses as a theoretical contemporary philosopher Hannah Arendt and his writings. The text is divided into three stages: analysis of consent - agreement - among the citizens for the creation of states; unlimited communication as the new element to the link between citizens; friendship as the bond that unites citizens in a political community"]
