"Ruhm und Ehre" oder LOM für Lehre? - eine qualitative Analyse von Anreizverfahren für gute Lehre an Medizinischen Fakultäten in Deutschland [A qualitative study to investigate the acceptance of performance-based allocation of resources for the improvement of education at German medical schools]

Abstract

[english] Purpose: To investigate the acceptance of performance-based allocation of resources for the improvement of education at German medical schools. Methods: As a means of qualitative analysis, group interviews were performed at four medical schools at the level of university professors and that of tenured or tenure-track scientists without a university professorship. The analysis of the interviews combined qualitative and statistical elements. Results and Conclusions: Professors and tenured or tenure-track scientists cite different reasons for the lack of performance-based allocation of resources. While the scientists consider the low priority of students’ education to be the main reason, the professors most frequently name the lack of educational measurement systems. Fame and glory are considered by both professors and scientists to be superior motives for a commitment toward improving the quality of medical students’ education. However, performance-based allocation of resources is considered an effective steering mechanism. Ideally, each faculty should develop a local consensus on educational measurement systems. The allocations should be spent strictly on the improvement of the quality of education, e.g., by investing in the infrastructure and in the didactic qualification of teachers and by hiring highly qualified teaching personnel. <br>[german] Zielsetzung: Die Akzeptanz von Anreizverfahren für qualitativ gute Lehre an den Medizinischen Fakultäten Deutschlands zu ermitteln. Methodik: Als Verfahren der qualitativen Analyse wurden Gruppeninterviews durchgeführt. Diese Interviews fanden an vier Medizinischen Fakultäten jeweils auf der Ebene der berufenen Professoren und des Mittelbaus statt. Die Auswertung erfolgte qualitativ und beinhaltet statistische Elemente. Ergebnisse und Fazit: Die Ursachen für das Fehlen von Anreizverfahren für gute Lehre werden von berufenen Professoren und vom Mittelbau grundsätzlich unterschiedlich eingeschätzt. Während der Mittelbau am häufigsten die mangelnde Wertigkeit nennt, geben die Professoren mangelnde Messkriterien an. Obwohl „Ruhm und Ehre“ für beide Gruppen die größte Motivation für ein Engagement in der Lehre sind, wird Leistungsorientierte Mittelvergabe (LOM) als effektives Steuerelement anerkannt. Ein idealisiertes LOM für gute Lehre Konzept beinhaltet die Erarbeitung von Messkriterien im lokalen Konsens und die strikt zweckgebundene Verwendung von LOM für die Verbesserung der didaktischen Infrastruktur, für die hochschuldidaktische Weiterbildung der Dozenten und lehrwirksame Besetzung von Stellen.
