AbstractIn article features of development of a modern society which staticize requirement for reforming of system of the state and municipal management are considered. The extremely sharply given problem costs in modern Russia where process of reforming of administrative system is far from end and the considerable part of structural divisions of authorities needs organizational, functional and personnel updating. Improvement of quality of preparation of administrative employees, growth of requirements to them and streamlining of system of selection and rotation of employees we see as necessary components of reform of the state and municipal management.
