AbstractThe expansion of the small and medium entrepreneurship sector is one of the main factors of the economic and society welfare development. The development of entrepreneurship is formed not only by external conditions, but by population abilities also. The main goal of the article is to determine the “entrepreneurship abilities” conception and to form an approach to its estimation. In the issue several interpretations of the “entrepreneurship abilities” have been considered; existing approaches to estimation have been described. In conclusion the method of population entrepreneurship abilities evaluation is described. It is based on the labour potential estimation methodology of the Institute of social and economic studies of population RAS. The propositions and the article can be used for population entrepreneurship abilities on the specific territory and for determination of the small business development potential.
