Abstract
"In some of our great towns the question is agitating the minds of the leaders of Brotherhoods, as to how far the movement should be identified with Muncipal Politics, There is no doubt that the P. S. A. has taken its place among the epoch-making .forces of the time. Already it has contributed much to the awakening of the Social Conscience; but the question of methods is of the greatest importance. Nearly all matters of public reform in o(,ur country are unhappily so associated with party-politics that it is difficult to support any great movement without running full-tilt ainst the political prejudices of a section of the population"
