Abstract
"This paper aims to perform a comparatie analysis of Brazilian Resolutin 466/12 and the Universal Declaratin on Bioethics and Human Rights, in the context of research on human beings, to verify if the Resolutin deals with the principles defied by the Universal Declaratin on Bioethics and Human Rights. The results showed that while the Unesco text describes the ethical principles that guide the respect of human dignity, in additin to dealing with biomedical, biotechnology, sanitary, social and environmental issues, the Brazilian Resolutin is stil heavily inflenced by clinical bioethics and focused on biomedical practies. The Resolutin lacks terms such as “solidarity”, “responsibility”, “individual responsibility”, “diversity” and “social development”. The Declaratin discusses the term “equity”, while the Resolutin deals only with “reducing inequalitis”. Published seven years aftr the signing of the Unesco Declaratin, the Brazilian paper has a more principlist content than the comprehensive and politial content of the Unesco document."
