Abstract

the moral risk in financial activities has more" substantial "terms, involves greater benefits and contains more complicated performance than the general economic activities. Along with the extension of the moral risk during financial activities,people began to take an objective attitude to the relation between finance and morality ,and began to realize that the development and perfection of finance needs to pay attention to the function of the ethics factor in addition to the market factor, law factor and the system factor.And it is also necessary for the financiers and the participants of the financial activities to have higher moral characters,to reduce the " morals risk" in the financial activities and to suppress the unhealthy financial operation.The study of the financial ethics is the prior condition of the constructionof the financial ethics .The international financial ethics research began from the 80's of 20 century.It is a new academic research realm and it has many problems to be probed. Concerning and inquiring into the financial ethics problems has its realistic and theoretical value for finance development
