Abstract

A paper handed in a meeting triggered a discussion and involved in dozens of medium. Faced with the moral evil not to rescue those in mortal danger, what we need is legal rescue or moral renewal? Public opinions are divergent. The fact is that the current “Criminal Law” contains provisions about "indifference crimes", but it is important whether to be able to take up a separate crime. It determines the moral and legal regulations and choices how people confirm legal punishment and the function to protect their life rights and clarify different levels of risk between “indifference” and “commended”.
