AbstractThe progress of e-learning (EL) in the system of human resource development is proved also in the growing number of EL tools applications. This progress is related to the urgent need of systematic development of the mentioned tools. The systematic development is represented both theoretically and practically by a development methodology and by its organisational and technological support. The main objective of this thesis is to create a methodology of EL tools development together with its organisational and technological support. The way of realizing this objective results from the analysis of the EL current state and especially from solutions of several international and national research and development projects. The method of achieving the objective is divided into 3 basic phases. The goal of the 1st phase is to obtain knowledge and skills needed for the proposal and realisation of the dissertation results. The 2nd phase is realised especially with the help of the international project BATCOS. Within the frame of this project, the 2nd phase verifies the proposed and realised methodology of EL tools development together with its organisational and technological support. In this way the sufficient ground for the 3rd dissertation phase is created. In the 3rd phase a new methodology of EL tools development together with the organisational and technological support of this development is proposed, realized and verified. In conclusion, a project of the following work plan related to these dissertation results is presented.
