Abstract
Renewal of the village is now a central issue in the study and advocacy of the village after the Law. 22/1999. Village autonomy and democracy, which has experienced marginalization in science, policy and advocacy, seems to be a major issue in the village renewal. Not many actors are concerned with the issue of renewal of the village, but there is a line of "unscrupulous" academics, NGOs, bureaucrats, activists village associations, local governments, and international donor agencies are working hard to do a study and advocacy village renewal. The village association activist (not to mention all the villages and village councils) to continually deliver voice (voice) or aspiration of village autonomy. Indigenous People's Alliance Archipelago (AMAN) also demanded restoration of autonomy and the rights of indigenous peoples who have been lost due to the intervention of state and capital. In Yogyakarta, there is a renewal of the Village Development Forum (FFPD), a multi-stakeholder forum which continually reviewing, learning, sharing knowledge and experience, as well as strengthening the movement to promote village autonomy and democracy, including advocating local government legislation to make it more pro-the autonomy of the village. At the same time, the Directorate General of Community and Village Affairs also provide direction and impetus to the strengthening of self-reliance on a limited basis (not autonomous) villages. Meanwhile, some local governments have been pursuing a policy of Village Allocation Funds (ADD) which aims to empower communities and encourage the growth of village autonomy. NGOs, academics and international donors have been encouraging, assess, assist, mobilize and called for strengthening the autonomy of the village.
