Abstract
This area is in a more adverse situation compared to the other segments in Hungary. The financial situation became increasingly difficult, the support from the state decreased, and the organizations are partly capable to support themselves from other sources. Additional harms may be caused by the bursting out of financial scandals. As a result of the adverse processes, caring about the youth generations’ specific problems continuously loses from its importance. Further hardens the situation that the civil organisms did not manage to create a united representation of interest until now. This article not only reviews the statistics of the past years and its results, and calls the reader’s the attention to the unresolved problems, but formulates proposals regarding the future also.Date

Towards a better understanding of the model of EU youth policyDibou, Tanja (SCSJournal, 2012-12-25)The study subject of the paper is governance of youth policy of the European Union. The work provides an overview of the historical development of the youth policy, the administrative structure of EU youth policy and the main methods of the EU institutions in the youth field. The decision making process and authority decentralization among various levels is implemented in EU youth policy. This study explores the model of EU youth policy and discuss the capacity of this model to ensure cross-sectorial and multi-level cooperation in the youth field. Therefore theoretical concepts of multi-level governance helps to understand the working model of the EU common youth policy as youth policy model that transcends EU countries, various levels and sectors.

Avances y desafíos de las Políticas de Juventud en el siglo XXI [Progress and challenges of youth policies in the XXI century]Rodríguez Use, Jerónimo; Giambroni, Lucía (Facultad Latinoamericana de Ciencias Sociales (FLACSO), 2015)"La consolidación de la juventud como sujeto social, con caracteres heterogéneos y potencialidades que le son propias y lejos de las nociones limitadas a la definición como mero recorte etario, ha atravesado un largo y complejo recorrido. Hoy existe un relativo consenso acerca de la realidad del sector joven, que lo hace destinatario de políticas públicas específicas desarrolladas en una perspectiva holística integral. Este trabajo se propone realizar un análisis socio-histórico sobre la evolución de las políticas públicas y sus concepciones subyacentes. La problemática juvenil toma hoy una nueva centralidad, debido al proceso de extrema financiarización que ha atravesado la economía global y que ha drenado progresivamente los recursos desde la economía real hacia el circuito financiero, generando altos índices de desempleo y desigualdad en todo el mundo. Frente a este escenario, los jóvenes se han encontrado en una situación de extrema vulnerabilidad, siendo las principales víctimas de la expulsión del mercado laboral y la precarización. El artículo presenta además, un relevamiento de las distintas modalidades que ha adoptado el desarrollo de las políticas públicas en Europa en contraste con las adoptadas en Latinoamérica, especialmente durante la última década. Por último, se analiza como caso testigo el programa argentino PROGRESAR, a un año de su creación" ["The acceptance of youth as a social subject, with heterogeneous characteristics and proper potentials -far from those limited definitions based on trimming age- has traversed a long and complex journey. Today there is a relative consensus about a special reality that defines youth, which makes this sector recipient of specific public policies developed in a comprehensive perspective. This paper conducts a socio-historical analysis of the evolution of public policies and their underlying conceptions throughout history. The “youth problem” today, has reached the spotlight, due to the extreme financialization process that affects the global economy and has progressively drained resources from the real economic circuit to the financial one, generating high unemployment levels and inequality worldwide. In this scenario, young people have been victims of extreme vulnerability and expulsion of the labor market. The article also presents the present contrast between youth public policies in Europe and in Latin America, especially during the last decade. Finally we analize as an example, the Argentine program PROGRESAR, a year after its creation"]
