Abstract
Disaster management aims to improve the ability of communities to manage and mitigate risk in the event of disaster. Disaster management paradigm changes must have shifted from conventional to holistic. It does not only dwell on the emergency response, but also the overall risk management and post-disaster construction. The old paradigm that has been taken in dealing with disasters is to approach disaster management through crisis management. This means more emphasis on handling during and after a disaster which is sometimes catastrophic. To reduce loss of life and property, the old paradigm needs to be coupled with the handling of pre-disaster risk management approach, through the efforts of prevention, mitigation, and preparedness. This integrated approach (risk management and crisis management) are essentially dealing with disasters ranging from before and during until after the disaster.
