Abstract
"Los países latinoamericanos han sufrido en los últimos tiempos importantes transformaciones relacionadas con el proceso de globalización, la apertura de sus economías, la descentralización del proceso productivo y los saltos tecnológicos que han ocurrido especialmente en el área de información y las comunicaciones. Estos cambios han afectado fuertemente los patrones de comportamiento del mercado de trabajo. Se ha producido una insuficiente creación de empleos, al mismo tiempo que se ha desatado una creciente precarización de los puestos de trabajo. Los efectos de estos procesos de cambio no han sido los mismos para todos los países, ni tampoco han tenido los mismos frutos para toda la población. En la región hay en la actualidad grandes contingentes de personas que viven en condiciones de marginalidad, pobreza y exclusión social. Estos grupos conviven con otros que se logran beneficiar del crecimiento y la riqueza, y acceden a oportunidades que los grupos más carenciados no tiene a su alcance". ["Latin American countries have experienced in recent times major changes related to the process of globalization , opening their economies , decentralization of the production process and technological leaps that have occurred especially in the area of ​​information and communication . These changes have greatly affected the patterns of labor market behavior . There was an insufficient job creation at the same time it has spawned a growing casualization of jobs. The effects of these processes of change have not been the same for all countries , nor have the same fruits to the entire population.
