Abstract
"Durante muchos años los actores tradicionales en el quehacer político y público fueron los partidos políticos y el Estado, éste último a través de sus diferentes órganos. Los partidos políticos, que representaban cada uno en el pasado reciente una cosmovisión particular y un proyecto de sociedad y del Estado, monopolizaban la intermediación entre la ciudadanía y el gobierno, entendido éste como la personalización del Estado. Articulaban las demandas de los distintos sectores de la sociedad y las formulaban al gobierno en busca de respuesta pertinente y oportuna. Los temas o asuntos que no eran articulados y formulados por los partidos, difícilmente podían ser conocidos por las instancias del gobierno. Además de esta función, esencial en el sistema político, le correspondía también con exclusividad a los partidos la preparación y entrenamiento de los cuadros dirigenciales que ocuparían los cargos de la administración pública, así como la presentación de los candidatos a los cargos electivos" ["For many years the traditional actors in the political and public affairs were the political parties and the state , the latter through its various organs . Political parties , each representing in the recent past a particular worldview and a social project and the state monopolized the intermediation between citizens and government, understood as the customization of the state. Articulated the demands of different sectors of society and the government formulated for relevant and timely response.
