Abstract
"Muchos culpan a la globalización de exacerbar la pobreza y la desigualdad en los países en vías de desarrollo. Los críticos apuntan a los millones de personas en América Latina, el Caribe, Asia y África que viven en condiciones de pobreza cada vez peores y lo atribuyen al avance de la globalización cuya dimensión humana haya expresión en la migración internacional. Los debates que se sostienen sobre este tema pasan por alto que dentro del fenómeno de la globalización, este es un elemento que, al menos a nivel de base, está ayudando a aliviar la pobreza a partir del auge de las denominadas comunidades "transnacionales" que crean los inmigrantes en todo el planeta. Estas comunidades agrupan a millones de familias e individuos procedentes de naciones pobres que no han renunciado a sus vínculos patrios luego de emigrar. Por el contrario, estas comunidades emplean magistralmente las herramientas que la globalización pone a su disposición para forjar, mantener y extender lazos con sus países de origen, así como desarrollar nuevas oportunidades para el intercambio social, político y económico transnacional. La prueba más evidente de esto es que el envío de remesas de divisas ha pasado a ser un mercado valorado en miles de millones de dólares que vincula a países ricos y pobres “desde abajo”. En la actualidad, tanto los gobiernos nacionales como las instituciones para el desarrollo internacional han dejado a un lado actitudes anteriores y perciben el mercado de las remesas de divisas como una fuente de recursos para el desarrollo de gran potencial aún sin explotar cabalmente". ["Many blame globalization exacerbate poverty and inequality in developing countries . Critics point to the millions of people in Latin America, the Caribbean , Asia and Africa living in poverty getting worse and attribute the advance of globalization which has expression in human dimension of international migration. Discussions are held on this subject overlook that in the phenomenon of globalization , this is an item that, at least at the grassroots level , is helping to alleviate poverty from the rise of the so-called " transnational " communities create migrants worldwide . These communities bring together millions of families and individuals from poor nations that have not renounced their patriotic ties after emigrating . Instead, these communities masterfully employ the tools that globalization offers to build , maintain and extend links with their countries of origin as well as develop new opportunities for transnational social , political and economic exchange. The most obvious proof of this is that the remittance currency has become a valued in billions of dollars market linking rich and poor countries " from below." Today, both national governments and international development institutions have set aside earlier attitudes and perceived market foreign exchange remittances as a source of resources for the development of great potential yet to fully exploit ".]
