Abstract
"Dado que la naturaleza del conflicto ha cambiado, ha aumentado el interés gubernamental y civil respecto de la prevención de conflictos civiles, la construcción de la paz y la importancia de las organizaciones de la sociedad civil (entre ellas, las ONG) en ese proceso. Las organizaciones de la sociedad civil pueden jugar un papel decisivo en la prevención de conflictos y en el desarrollo de respaldo político para la actuación mundial en apoyo a la prevención. En palabras del Secretario General de la ONU, Kofi Annan, en la apertura de la sesión de la Asamblea General de 2003, existen amenazas ―graves‖ a la paz y amenazas ―blandas‖ tales como la pobreza, la mortandad infantil y el VIH/SIDA. La prevención de conflictos implica tomar medidas contra ambos tipos de amenazas. Asimismo, Annan destacó que las amenazas ―blandas‖ afectan a la mayoría de la gente del mundo y, por consiguiente, ―debemos centrar nuestra atención en esas amenazas esenciales".["Since the nature of conflict has changed, has increased government interest and civil on the prevention of civil conflict, peace-building and the importance of civil society (including NGOs) in the process. The civil society can play a decisive role in conflict prevention and in developing political support for global action in support of prevention. According to the Secretary General of the UN, Kofi Annan, at the opening session of the General Assembly of 2003, there ‖-serious threats to peace and-soft ‖ threats such as poverty, child mortality and HIV / AIDS. Conflict prevention involves taking action against both types of threats. Annan also stressed that threats-soft ‖ affect most people in the world and, therefore, we focus our attention on these key threats ".]
