Abstract
"Hay preocupación en los ambientes multilaterales, regionales y nacionales en América Latina. Dos documentos elaborados para el BID y CEPAL respectivamente lo reconocen cada uno a su manera: Structural reforms in LatinAmerica under scrutiny 1 y Concertación nacional y planificación estratégica : elementos para un nuevo consenso en A.L2 Ambos documentos se ubican en la línea de viraje hacia un reconocimiento critico del impacto de las reformas económicas, iniciada en el vértice de Santiago en 1998 y en los sucesivos textos del Banco Mundial a partir de Institutions Matters, publicado en la misma fecha. El documento del BID, elaborado especialmente para la conferencia de gobernadores realizada en Brasil en 2002, sostiene explícitamente que en América Latina la opinión negativa sobre la privatización y la liberalización del mercado es ya un consenso y que lo nuevo es que a el se ha integrado la clase media e instruida. Según este trabajo con datos del latino barómetro, indica que el 63% de los encuestados en la región afirman que las privatizaciones no fueron favorables y un 45% desaprueba que el estado no esté presente en los servicios y la producción. Por su parte el texto de CEPAL afirma que se está produciendo un resquebrajamiento de la democracia, producto de un quiebre de la confianza en las instituciones y en los liderazgos democráticos sujetos a un enorme desgaste por el deterioro de la situación social y por el costo de reformas económicas que no muestran fruto". ["There is concern in multilateral , regional and national environments in Latin America . Two documents prepared for the IDB and ECLAC respectively recognize each in their own way : Structural Reforms in LatinAmerica under scrutiny 1 and National Coordination and Strategic Planning : Elements for a new consensus A.L2 Both documents are located on the line shift to a critic recognition of the impact of economic reforms initiated in the apex of Santiago in 1998 and in subsequent texts from World Bank Institutions Matters , published on the same date . The IDB document , especially prepared for the conference of governors held in Brazil in 2002 , explicitly states that in Latin America the negative opinion on privatization and market liberalization is already a consensus that new is that it has integrated the middle class and educated . According to this work with the Latin Barometer data indicates that 63 % of respondents in the region claim that privatization was not favorable and 45% disapprove of the state is not present in services and production. For his part, says ECLAC text being produced a breakdown of democracy , due to a breakdown of trust in democratic institutions and leadership subject to tremendous wear and deterioration of the social situation and the cost of economic reforms that do not show fruit".]
