Abstract
"La temática policial merece un adecuado tratamiento habida cuenta de la notable liviandad, banalidad e improbidad con que se viene abordando, preponderantemente desgastada por quienes conocen poco o directamente no conocen nada, o en el mejor de los casos asocian sus diferentes disciplinas para abordarla. Iniciaremos nuestro análisis sobre la relación Policía y Comunidad y para ello debemos considerar e incorporar necesariamente al Estado en sus relaciones con ambas. Esto conforma una trilogía donde históricamente la agencia policial fue deliberadamente obligada a ocupar un lugar nada conveniente y de intermediaria, con dedicación casi exclusiva en la regulación social, desvirtuando sistemáticamente su misión institucional. En el capítulo siguiente, llevaremos a cabo una lectura de la Realidad Policial a partir de la cual identificaremos sus aspectos relevantes. Pretendemos saber si la problemática policial es coyuntural o histórica y en cuyo caso develar sus presupuestos y si estamos o no en presencia de un Modelo Policial hegemónico, circunstancia que nos demandará el capítulo segundo". ["Police issue deserves proper treatment given the remarkable lightness , banality and dishonesty that has been addressed , predominantly worn by those who know little or know nothing directly , or in the best associate different disciplines to address it. We begin our analysis of the Police and Community relationship and we must necessarily consider and incorporate the State in its relations with both . This forms a trilogy where historically the police agency was deliberately forced to occupy an intermediary and no convenient place, with almost exclusive dedication to social regulation , systematically undermining their institutional mission. In the next chapter , we will conduct a reading of the Police Reality from which to identify relevant aspects . We aim to determine whether the problem is temporary or police and in which case historical unveil their budgets and whether or not we are in the presence of a hegemonic Police Model , a fact that we require the second chapter".]
