Abstract
"La idea y el sentido del desarrollo han transitado en los últimos cincuenta años por innumerables debates en la arena internacional, involucrando a la más variada gama de actores: filósofos, economistas, sociólogos, científicos y tecnólogos, políticos, diplomáticos, ecologistas, sindicalistas, etc. El desarrollo ha adoptado también una también variada gama de apellidos que han intentado calificarlo al calor de los valores que han alentado dichos debates: desarrollo con rostro humano, desarrollo integral, desarrollo sostenible, desarrollo basado en un enfoque de derechos, desarrollo con identidad, etc. La definición de la oposición "desarrollo-subdesarrollo" que hiciera el ex presidente estadounidense Harry Truman, apenas terminada la segunda guerra mundial, apenas se distanciaba de aquella otra de "civilización-barbarie" con la que nació la Liga de las Naciones al finalizar la primera guerra. La idea del progreso y el bienestar que caracterizaba a las sociedades de los países industrializados debía ser el objetivo de aquellos otros sumidos en la pobreza y el atraso consubstánciales al subdesarrollo.
