Abstract
"A pesar del aumento de la visibilidad del tema de las personas con discapacidad en la agenda pública regional y de los avances en el reconocimiento jurídico de sus derechos, tanto a escala nacional como internacional, su situación en América Latina sigue caracterizándose por una profunda desigualdad, que se materializa en grandes brechas socioeconómicas que colocan a este grupo de la población en una condición de vulnerabilidad social que demanda acciones integrales y sustentadas por una férrea voluntad política. La posibilidad de estas acciones de lograr avances reales en materia de igualdad también depende de la posibilidad de realizar diagnósticos certeros, pero el panorama de los datos sobre las personas con discapacidad en la región no contribuye a ello. Tras explicar brevemente el cambio de paradigma que ha experimentado la definición de la discapacidad en las últimas décadas en el mundo, en el documento se describe sintéticamente el panorama sociodemográfico de las personas con discapacidad en América Latina; se aborda el escenario del derecho internacional, haciendo un recorrido por los principales hitos vinculados con la discapacidad; se examina el marco legal de los países, revisando la consideración constitucional de las personas con discapacidad y la norma principal que se ocupa del tema en cada uno de ellos. Luego se analiza el marco institucional y se examina la política pública en materia de discapacidad en un grupo seleccionado de países de la región, centrando la atención en la forma en que su texto oficial emplea información sociodemográfica para diagnosticar la realidad a intervenir y las acciones que propone respecto de la generación de datos. Finalmente se exponen unas sintéticas conclusiones, con el propósito de recapitular el desarrollo del trabajo". ["Despite the increased visibility of the issue of persons with disabilities in the public agenda and regional developments in the legal recognition of their rights , both nationally and internationally, the situation in Latin America is characterized by profound inequality , materialized in large socio-economic gaps that put this group of the population in a condition of social vulnerability and demand comprehensive actions supported by strong political will . The possibility of these actions to make real progress on equality also depends on the ability to make accurate diagnoses , but the picture of the data on persons with disabilities in the region does not contribute to it. After briefly explaining the paradigm shift that has seen the definition of disability in the last decades in the world, the paper describes the sociodemographic synthetically panorama of people with disabilities in Latin America , the stage of international law is addressed , making a tour of the major milestones related to the disability , the legal framework of the countries under review, reviewing the constitutional consideration of the disabled and the main rule that deals with the subject in each . The institutional framework is then analyzed and discussed public policy on disability in selected countries in the region , focusing on how its official text uses demographic information to diagnose actually intervene and actions proposed regarding the generation of data. Finally, some conclusions are presented synthetic , for the purpose of recapitulating the development of work".]
