Abstract
"En este trabajo se plantea que la remoción de obstáculos para incluir mujeres en los cargos electivos es una necesidad para la gobernabilidad democrática de América Latina. Se analizan también los procesos de democratización, la legitimidad otorgada por las elecciones competitivas a los gobernantes y los desafíos que supone enfrentar las crisis en varios países. Los obstáculos analizados se refieren a la cultura y la práctica en los espacios políticos. A ello se suma una idea restringida de democracia entre los sectores con poder, por la que se asume que los mecanismos de acción positiva afectan el principio de igualdad, aunque se demuestre que la igualdad legal no ha sido suficiente para lograr la igualdad real. Se analiza la relación ambivalente que tienen las mujeres con respecto al poder, que temen y al mismo tiempo buscan obsesivamente. También se plantea la falta de apoyo de la ciudadanía, el carácter de "recién llegadas" de las mujeres al mundo público, la permanencia de la división sexual del trabajo, la falta de conocimientos necesarios para actuar en el mundo político y las exigencias excesivas a las candidatas. Las resistencias por parte de los políticos para reconocer como pares a las mujeres y la falta de acceso de estas a recursos financieros para sus campañas completan el conjunto de obstáculos analizados. En esta investigación se concluye que los sistemas electorales proporcionales son los que más favorecen la inclusión de las mujeres". ["This paper argues that the removal of obstacles to include women in elected office is a necessity for democratic governance in Latin America. Democratization processes are also analyzed , the legitimacy granted by competitive elections to the rulers and the challenges of dealing with crises in several countries. Obstacles analyzed relate to the culture and practice in political spaces. To this idea of ​​a restricted democracy sum across sectors with power, which assumes that positive action mechanisms affect the principle of equality , but it is shown that legal equality was not enough to achieve real equality. The ambivalent relationship that women have with respect to power, who fear while looking obsessively analyzed. Lack of support of citizenship also arises , the character of " newcomers " of women into the public world , the permanence of the sexual division of labor , lack of knowledge necessary to act in the political world and the excessive demands candidates. This research concludes that proportional electoral systems are the most beneficial to the inclusion of women".]
