Abstract
"Los gobiernos cumplen una labor fundamental en la organización y financiamiento de los servicios de salud, y sus intervenciones para promover la equidad en la atención sanitaria contribuyen a su legitimidad. El sistema de seguro de salud y de prestaciones de salud que se aplica en Chile ha originado reservas en lo que concierne a la equidad del financiamiento de los servicios. Aquí se amplía el análisis para examinar la equidad en el acceso a estos servicios, haciendo hincapié en sus principales usuarios, esto es, las personas de 65 años o más. En Chile, la encuesta CASEN de 1998 mostró serias desigualdades tanto entre el sistema público y el privado de salud como dentro de uno y otro. La persistencia de desigualdades en el sistema público de salud indica que, aunque mejoren la equidad y eficiencia financieras, para reducir la inequidad en el acceso a los servicios será preciso prestar mayor atención a los obstáculos que dificultan la obtención de cuidado médico". ["Governments play a crucial role in the organization and financing of health services , and interventions to promote equity in health care contribute to its legitimacy. The system of health insurance and health benefits that applies in Chile has led to reservations regarding equity financing services . Here the analysis is extended to examine the fairness access to these services , emphasizing its main users , that is, those aged 65 years or more. In Chile, the 1998 Casen survey showed serious inequalities both between the public and private healthcare and within each other. The persistence of inequalities in the public health system indicates that while equity and improve financial efficiency, to reduce inequity in access to the need for greater attention to the obstacles to obtaining medical care".]
