Abstract

ABSTRACT
 Thesis with the title “The Corruption in the Perspective of al-Qur‟an” is
 written by Nur Alifi guided by Dr. Iffatin Nur, M.Ag and Dr. H. A Hasyim
 Nawawi, M.Si, MH

 Corruption has become a plague that has pervaded all elements of society,
 and can have negative impacts are very large in the life of the nation, especially
 the rabble. Corruption not only affects the physical development of governance,
 but also capable of damaging and destroying the morality of religion, as well as
 lowering the dignity of Muslims because the majority of the population is
 Muslim. Al-Qur'an as guidance Muslims already provides ban such actions and
 provide solutions prevention and eradication.
 How Koran faces this reality. With a great impact on the above, of course,
 the Qur'an does not ignore it. Therefore, the authors probe the cases described by
 the Qur'an. First, how the crime of corruption according to the Qur'an? Second,
 how sanctions for perpetrators of corruption according to the view of the Qur'an?
 And lastly, how the prevention of corruption according to the Qur'an?
 To answer these questions, this study used methods of library research
 (library research). The primary data used is the Qur'an and books of commentary
 and assisted with the secondary data in the form of books, studies, papers and
 journals related to the object of this study. then the data were analyzed using
 content analysis (content analysis) with descriptive analytic approach to produce a
 comprehensive conclusion.
 From these results, the Qur'an replied that in the Koran there are some forms
 of corruption such as Ghulu> l, Akl al-Ma> l bi al-Ba> t} il, Al-Sa> riqah, Khiya> nah,
 Al-suh}t, collusion and nepotism. Second, in the Koran there are verses that
 explicitly and implicitly explain the sanctions for the perpetrators of corrupt.
 Namely sanctions law, social sanctions, sanctions afterlife and the concept of
 Repentance and return of proceeds of corruption. Third, the Qur'an describes
 about preventing and combating corruption. Namely Choosing good leaders,
 community participation in controlling public policy, improve the understanding
 of religious teachings, anti-corruption education, Becoming Opposition to the
 government is corrupt, Improve Law Enforcement.xiv

 فكيف يبين القرآف ىذا الواقع .مع تأثير كبير على ما سبق، كبطبيعة الحاؿ، فإف القرآف لا تجاىلو.
 كلذلك، فإف الكتاب المسبار الحالات التي كصفها القرآف الكريم .أكلا، كيف أف جريمة الرشوة كفقا
 للقرآف؟ ثانيا، كيف العقوبات على مرتكبي الرشوة كفقا لرأم من القرآف؟ كأخيرا، كيف الوقاية من
 الرشوة كفقا للقرآف؟
 فللإجابة على ىذه الأسئلة، استخدمت ىذه الدراسة أساليب البحوث المكتبية (البحوث المكتبية)
 البيانات الأكلية المستخدمة ىي القرآف ككتب التعليق كساعدت البيانات الثانوية في شكل من
 الكتب كالدراسات كالأكراؽ كالمجلات المتعلقة الهدؼ من ىذه الدراسة .ثم تم تحليل البيانات
 باستخداـ تحليل المحتول (تحليل المحتول) مع النهج الوصفي التحليلي لتؤدم إلى نتيجة شاملة.
 من ىذه النتائج، أجاب القرآف أف في القرآف الكريم ىناؾ بعض أشكاؿ الرشوة مثل الغلوؿ ،كاكل
 الماؿ بالباطل كالسريقة كالسحط كالتواطؤ كالمحسوبية .ثانيا، في القرآف الكريم ىناؾ آيات التي تشرح
 صراحة كضمنا العقوبات لمرتكبي فاسدة. كىي عقوبات القانوف كالعقوبات الاجتماعية كالآخرة
 العقوبات كمفهوـ التوبة كإرجاع عائدات الرشوة .ثالثا، القرآف يصف حوؿ منع كمكافحة الرشوة
 كمشاركة المجتمع في السيطرة على السياسة العامة، كتحسين فهم التعاليم الدينية كالتعليم لمكافحة
 الرشوة، تصبح المعارضة للحكومة فاسدة، كتحسين إنفاذ القانوف.xv

 Korupsi sudah menjadi sebuah wabah penyakit yang telah merasuki seluruh
 elemen masyarakat, dan dapat menimbulkan dampak negatif yang sangat besar
 dalam kehidupan berbangsa dan bernegara, khususnya rakyat jelata. Korupsi
 bukan saja berdampak pada fisik pembangunan pemerintahan, melainkan juga
 mampu merusak dan menghancurkan nilai moralitas beragama, serta menurunkan
 harkat dan martabat umat Islam dikarenakan mayoritas penduduknya yang
 beragama Islam. Al-Qur‟an sebagai pedoman umat Islam sudah memberikan
 larangan melakukan tindakan tersebut dan memberi solusi pencegahan serta
 pemberantasan.
 Bagaimana al-Qur‟an mensikapi kenyataan demikian. Dengan dampak yang
 besar tersebut di atas, sudah barang tentu al-Qur‟an tidak mengabaikannya. Oleh
 karena itu penulis menelisik kasus-kasus yang dijabarkan oleh al-Qur‟an.
 Pertama, bagaimana bentuk kejahatan korupsi menurut al-Qur‟an? Kedua,
 bagaimana sanksi bagi pelaku korupsi menurut Pandangan al-Qur‟an? Dan
 terakhir, bagaimana pencegahan korupsi menurut al-Qur‟an?
 Untuk menjawab pertanyaan-pertanyaan tersebut, maka penelitian ini
 menggunakan metode penelitian kepustakaan (library research). Data primer
 yang digunakan adalah al-Qur‟an dan kitab-kitab tafsir serta dibantu dengan data
 sekunder berupa buku, hasil penelitian, makalah dan jurnal-jurnal yang berkaitan
 dengan obyek penelitian ini. selanjutnya data-data tersebut dianalisa dengan
 menggunakan analisis isi (content analysis) dengan pendekatan deskriptif analitik
 untuk menghasilkan kesimpulan yang komprehensif.
 Dari hasil penelitian tersebut, al-Qur‟an menjawab bahwa di dalam alQur‟an terdapat beberapa bentuk tindakan korupsi seperti Ghulu>l, Akl al-Ma>l bi
 al-Ba>t}il, Al-Sa>riqah, Khiya>nah, Al-Suh}t, kolusi dan nepotisme. Kedua, di dalam
 al-Qur‟an terdapat ayat-ayat yang secara eksplisit dan implisit menjelaskan sanksi
 bagi para pelaku koruptor. Yakni sanksi hukum, sanksi sosial, sanksi akhirat dan
 konsep Taubat dan pengembalian harta hasil korupsi. Ketiga, al-Qur‟an
 menjelaskan mengenai cara mencegah dan memberantas korupsi. Yakni Memilih
 pemimpin yang baik, partisipasi masyarakat dalam mengkontrol kebijakan publik,
 meningkatkan pemahaman terhadap ajaran agama, pendidikan antikorupsi,
 Menjadi Oposisi bagi Pemerintah yang korup, Meningkatkan Penegakan Hukum.
