Abstract
"Este trabajo de refl exión tiene como propósito hacer en un primer momento algunas consideraciones generales acerca del concepto de exclusión social, planteando el problema desde la experiencia profesional con un número importante de “habitantes de la calle”, quienes por padecer trastornos mentales fueron analizados por la psiquiatría. Los aportes que proporciona la bioética necesariamente ampliaron la visión del fenómeno para una comprensión más global. En un segundo momento se demuestra que el fenómeno de exclusión social, no es un asunto nuevo sino que ha acompañado a la humanidad probablemente desde que se tiene memoria y que las estrategias de manejo no han sido muy variadas. A continuación se hace una aproximación al estudio de la exclusión social ubicándolo en el contexto sociocultural y económico de la Bogotá actual. Se hace mención de algunos intentos locales de conceptualización y manejo. Por último se analiza el problema desde la bioética, para llegar a su examen desde la justicia distributiva. No se pretende dar posibles soluciones, sólo se trata de hacer un llamado a la refl exión" ["This work aims to make at a fi rst momentum, some general considerations about the concept of social exclusion, posing the problem from professional experience with a signifi cant number of “street inhabitants” who affected by mental disorders, were analyzed psychiatrically. The contributions provided by bioethics necessarily helped to expand the vision of the phenomenon for a more comprehensive understanding. In a second momentum, it shows that the phenomenon of social exclusion is not a new issue, but something that has been within the humanity probably since the man exists as such; and that the handling strategies have not changed. The following is an approach to the study of social exclusion in the sociocultural and economic context of the current Bogota. It mentions some attempts of local conceptualization and handling. Finally the study examines the social exclusion from the bioethics to get consideration from distributive justice. There is no intention to possible solutions, only just call for refl ection"]
