Abstract
"La crisis económica y financiera internacional cuyo epicentro se halla en los Estados Unidos tiene que ser aprovechada por los países latinoamericanos en aras de construir una integración favorable a los pueblos y, al mismo tiempo, iniciar una desvinculación parcial. En este comienzo de siglo, el proyecto bolivariano de integración de los pueblos de la región ha cobrado un nuevo impulso. Si se quiere llevar más lejos este nuevo ciclo ascendente, es necesario aprender las lecciones del pasado. Se debe aprender las lecciones del siglo XX para aplicarlas en este comienzo de siglo. Durante la década del treinta que siguió a la crisis que estalló en Wall Street en 1929, hubo doce países latinoamericanos que fueron directamente afectados y que, en consecuencia, suspendieron de manera prolongada el rembolso de sus deudas externas contraídas, principalmente, con banqueros de América del Norte y Europa Occidental. Algunos de esos países, como Brasil y México, impusieron a sus acreedores, diez años más tarde, una reducción de entre el 50 y el 90% de su deuda. México fue el que más lejos llevó las reformas económicas y sociales" ["The international financial and economic crisis whose epicenter is in the United States has to be used by Latin American countries in order to build a pro-people integration and at the same time, initiate a partial decoupling. In this new century, the Bolivarian project of integration of the peoples of the region has gained new momentum. If you want further lead this new upward cycle, we must learn the lessons of the past. One must learn the lessons of the twentieth century to be applied in this new century. During the thirties that followed the crisis that began on Wall Street in 1929, there were twelve Latin American countries that were directly affected and therefore suspended for prolonged repayment of their external debts mainly to Bankers of America Northern and Western Europe. Some of these countries, such as Brazil and Mexico, imposed on creditors, ten years later, a reduction of between 50 and 90% of its debt. Mexico was led to further economic and social reforms"]
