América Latina y el Caribe en la agenda para el desarrollo después de 2015 [Latin America and the Caribbean in the development agenda beyond 2015]

Abstract

"En el escenario complejo y cambiante de hoy en día, la región de América Latina y el Caribe ha llegado a una encrucijada y debe, más que nunca, reorientar el actual paradigma del desarrollo para lograr la igualdad y la sostenibilidad ambiental. La región debe enfrentar el desafío de cerrar las brechas estructurales para alcanzar la igualdad basada en el ejercicio pleno de los derechos; aumentar la productividad para superar su estructura de producción dual por medio de sectores y actividades intensivos en conocimientos, y aumentar la resiliencia para hacer frente a las restricciones externas y las vulnerabilidades, como el cambio climático y la volatilidad financiera. La igualdad —tanto intergeneracional como intrageneracional— es un punto clave en el concepto de desarrollo sostenible definido por la Comisión Mundial sobre el Medio Ambiente y el Desarrollo (CMMAD) en 1987 y se ha consolidado a lo largo del tiempo en varios instrumentos internacionales, desde la Declaración de Río sobre el Medio Ambiente y el Desarrollo (1992) hasta el documento final de la Conferencia de las Naciones Unidas sobre el Desarrollo Sostenible “El futuro que queremos” (2012). La dimensión ambiental del desarrollo sostenible es considerada a menudo, y acertadamente, crucial para garantizar el bienestar de las generaciones futuras y, por ende, la igualdad intergeneracional" ["In the complex and changing environment of today, the Latin America and the Caribbean has reached a crossroads and must, more than ever, reorient the current development paradigm to achieve equity and environmental sustainability. The region must face the challenge of closing the structural gaps to achieve equality based on the full exercise of rights; increase productivity to overcome dual production structure by sectors and activities knowledge-intensive, and increase resilience to cope with external constraints and vulnerabilities, including climate change and financial volatility. Intergenerational equity as both intrageneracional- is a key point in the concept of sustainable development as defined by the World Commission on Environment and Development (WCED) in 1987 and has been consolidated over time in various international instruments, from the Rio Declaration on Environment and Development (1992) to the final document of the UN Conference on Sustainable Development "The Future We Want" (2012).
