Abstract
"Segundo a Organização Mundial da Saúde, “a saúde é um estado de completo bem-estar físico, mental e social, e não somente a ausência de doença ou de mal-estar”: definição em vigor desde 1948 nos países signatários, como o Brasil. Segundo a Constituição desse país, a saúde é um direito do cidadão e um dever do Estado. Portanto se meu médico achar que o preciso de uma psicanálise ou meu bebê de um problemático remédio recentemente descoberto na Inglaterra, aciono meu advogado para que uma sentença judicial obrigue o ministério da saúde a pagar os custos de minhas pretendidas necessidades. De fato o governo brasileiro gasta milhões de dólares por ano para atender os pedidos deste selecionado grupo que se acha inconfortável. Infelizmente nenhum país no mundo tem riqueza suficiente para satisfazer tais necessidades por toda sua população; os pobres ignoram simplesmente tais legislações, promessas e processos, sabendo morrer em silêncio. No entanto durante muitos anos eles podiam ler sobre os ônibus municipais, numa metrópole como São Paulo, que o transporte urbano era dever do serviço público e direito do cidadão, ainda que este sofresse de tais meios de transporte para o veicular de sua periferia, eventualmente uma favela, para o lugar de seu ganha-pão, se tiver" ["According to the World Health Organization, "health is a state of complete physical, mental and social well-being, and not merely the absence of disease or malaise ": definition in force since 1948 in the signatory countries, as Brazil.
