Abstract
A Comissão e a própria Resolução enfrentam algumas controvérsias. In October 1996, the National Council of Health (CNS) approved Resolution 196/96. It was Resolution 196/96 that created the Committees of Ethics in Research (CEP) and it also created the National Commission of Ethics in Research (CONEP), which has, among other responsibilities, looking after the fulfillment of the Resolution, monitoring and advising, without having, however, a punishing nature. The Commission and the Resolution themselves face some controversies. An aspect, however, is unanimously understood by scientists: the Resolution 196/96 offers a solid ground for the discussion of ethical dilemmas and it contributed to a greater regard by international institutions for research developed in Brazil"]
