Abstract
"Afin de mettre fin à cet état de fait, l’Accord Politique Global (APG) a été conclu entre les principaux acteurs politiques. Dans le souci d’arriver à des élections apaisées, des discussions ouvertes à Ouagadougou en août 2009 ont abouti à des réformes consensuelles.C’est ce qui justifie le projet de Charte pour des élections sans violences au Togo. C’est un ensemble de principes simples et clairs destinés à garantir des élections sans violence auxquels les principaux acteurs (candidats des partis politiques, candidats indépendants, armée et forces de sécurité) sont appelés à adhérer solennellement devant différentes légitimités (politiques, traditionnelles et religieuses), les partenaires en développement parmi lesquels les chancelleries étrangères, et des personnalités reconnues pour leur respect des règles du jeu démocratique dans leur pays. Ces principes ont été dégagés et élaborés sur la base d’une approche inclusive qui a impliqué toutes les couches socio-professionnelles du pays, y compris les citoyens à la base." [In order to end this state of affairs , the Global Political Agreement (CPA) was signed between the main political actors . In order to achieve peaceful elections , open discussions in Ouagadougou in August 2009 resulted in consensual reform. This is what justifies the draft Charter for peaceful elections in Togo. This is a set of simple and clear principles to ensure violence-free elections in which the main actors (candidates of political parties, independent candidates, army and security forces) are required to adhere to different solemnly legitimacy (political, traditional and religious), development partners including the foreign embassies, and recognized for their compliance with the rules of democracy in their country. These principles have been identified and developed on the basis of an inclusive approach that involved all social and professional groups in the country, including citizens at the base."]
