Abstract
The answer lies in history, that since no written form of the first communities to current globalization movements, has not only regulating solidarity with peers, but also opening up to the need to care for a sick planet, caused by greed and usury of human action. If this is true, it is still less true that in the course of history political action has been differentiating between domestic and foreign, coming "in extremis" to the consideration of it as an enemy, with the dilemma of deleting or perish before him"]
